Job description
Reporting to the Executive Director, Facility Services the incumbent will be responsible for strategic and operational leadership of the University’s capital planning and construction programs:
Reviewing, managing and updating the Campus Master Plan. Ensure that they are developed and used as a guiding principle across all campuses
Developing and implementing a multi-year strategic capital plan and capital budget for a period of up to 20 years.
Lead long term visioning sessions bringing together administration, faculty, students and other stakeholders to review the needs and plan for the future of the University.
Leadership of all major capital projects undertaken by the University including: co-ordination of capital, academic and operational team leads to meet clearly identified outcomes; project planning, including scheduling and budgeting; successful completion of major capital projects on time and on budget, in accordance with approved capital plans.
Manage all requests for easements, variances, zoning and Official Plan amendments as required.
Manage all real estate transactions including purchases, leases, etc.
Interact effectively with all departments and all levels of the University community on issues within portfolio to receive and share information.
Prepare and present to Board of Governors, committees of the Board and other internal and external stakeholders regarding the University’s capital strategy, capital plans, programs and capital budget.
Prepare for submission all documents and reports required by the University, its funding partners and other parties within portfolio.
Strategically lead a team of professional and support personnel with commitment to their success and development.
Prepare an annual operating budget for areas of responsibility, review monthly expenditures, control areas of expenditures to meet the approved guidelines and take appropriate action to alter over-expenditures within sections.
Recommend and co-ordinate with architects, planners, consultants and contractors by providing concise timely information concerning budgets, costs, schedules, and variations allowing the committee to make realistic decisions.
The incumbent must abide by the Occupational Health and Safety Act and its regulations including the Construction Projects Regulations, as well as the University’s Health and Safety Policies.
On-call required for emergency situations affecting facilities operations, on a rotation basis with other department managers.
Desired Skills and Experience
A minimum of five (5) years of senior level experience in planning or capital program delivery and project management;
Extensive knowledge of the theories and practices of Planning and/or Construction and/or Engineering normally acquired through the completion of a combination of a University Degree in Planning, Civil Engineering and/or Architectural studies with demonstrated relevant experience related to the duties described
Membership with the Ontario Professional Planners Institute, Professional Engineers of Ontario or Ontario Association of Architect would be preferred; or through the completion of an Engineering Technologist or Architectural Diploma with demonstrated substantial and relevant work related experience and be a member of or eligible for membership with the Ontario Association of Certified Engineering Technicians and Technologists, Association of Architectural Technologist of Ontario or an equivalent combination of work experience and education; Project Management Professional (PMP) designation is considered an asset.
Analytical and decision making capability on a broad range of issues, Excellent communications skills, both written, verbal and oral; Sound judgment; Flexibility; Ability to balance work on a number of major ongoing projects; Proven ability to manage projects involving internal and external stakeholders; Awareness of and familiarity with all aspects of the University’s programs and functions; Knowledge of institutional history and values; Ability and willingness to work as an effective team member; Ability to manage team members.

Excellent people skills featuring a demonstrated supervisory style that fits with the Laurentian University culture and values;
Planning, scheduling and budgeting expertise;
Strategic thinker with strong business acumen;
Demonstrated knowledge of the Ontario Occupational Health and Safety Act and Regulations;
Superior communication skills for presentation of planning and construction projects;
Functional bilingualism is preferred.
