Job description
The VP Global Equities position is responsible for the development, implementation and maintenance of the overall compliance program related to the firm’s Equities business. This is a key role within the Financial Markets Compliance department as well as the firm, since the successful candidate will play a key and highly-specialized role in advising the business on rapidly changing and complex regulatory requirements and developments, particularly as they relate to the increasing complexities associated with the multiple marketplace environment. It will require a detailed understanding of the complex laws and regulations that are attributable to this business platform, as well as the current enforcement orientation of the regulators. The position is also highly valued by internal partners, including Wealth Management compliance and Legal Affairs, and will entail ongoing interaction with senior leaders in these groups. This high-profile position and its key relationship management role vis-à-vis business leaders, coupled with the senior level of the role, bear a direct reporting relationship to the Chief Compliance Officer in order to ensure a straight line of issue escalation. More specifically, the role shall provide a major contribution to the overall prevention and detection of reputational, financial and regulatory risks related to the Equities business unit, with responsibility for high-level compliance advisory services as well as all related monitoring and surveillance activities.


• As key subject matter expert, provide reasonable assurance that the regulatory and compliance requirements applicable to the operations and activities of the Financial Markets Equities business are being met in an effective, efficient and proactive manner, through the ongoing development, implementation and management of an effective compliance risk management program related to the Equities platform. This is a leadership role within Financial Markets Compliance.

• Design, execute and maintain a monitoring and surveillance program designed to assess adherence to various market integrity and other regulatory requirements, various trading arrangements, as well as compliance training requirements for the business, which shall include the evaluation of the risks specifically related to the Equities operation and incorporation of all necessary changes to reflect regulatory changes and sophisticated surveillance technology. This will also entail a review of existing monitoring methodology in order to assess relevance and adequacy and implementation of any changes to the compliance surveillance and monitoring program that are determined to be appropriate.

• Promote and protect the reputation, assets and effectiveness of NBF through the delivery of value-added compliance services to the Global Equities business, thereby minimizing the risk of damage to reputation, regulatory sanction, financial loss and litigation. This shall include the delivery of routine and ad hoc training on key regulatory developments to all salespeople and traders, as well as other key constituents, as required. This will also necessitate a review of business supervision policies and procedures in order to ensure that they are relevant and appropriate and consistent with regulatory standards and expectations.

• Continually assess and manage the regulatory risk to which NBF’s Equities business is exposed and ensure the compliance program is kept up to date, including the development and ongoing revision of Policies and Procedures, as deemed necessary, in order to ensure compliance with legal and regulatory requirements and industry best practices.

• Overall people management responsibilities for one junior staff, including recruitment, onboarding, training, career management, and retention initiatives. Will need to collaborate on an ongoing basis with the Director, Compliance and VP, Derivatives Compliance in order to ensure a harmonized approach within the Financial Markets Compliance Department.

• Monitor adherence to internal Equities Compliance policies and procedures to ensure that this part of the NBF compliance function is effective; escalating any significant issues to the CCO on a timely basis in order to ensure appropriate action is taken in accordance with regulatory requirements and internal protocols. The role requires ongoing collaboration with peers and staff within the Financial Markets Compliance group.

• Foster public trust and a satisfactory relationship with regulators, monitor and communicate regulatory developments specifically related to equities to other staff and the business wherever relevant, participate in relevant internal working groups as well as industry committees as a representative of NBF as they relate to equities and marketplace operations.

• Act as an ongoing resource for the CCO and internal business and functions partners regarding regulatory developments; provide compliance guidance with respect to new Equities products and other business initiatives related to this platform. Also act as the primary liaison for all routine and ad hoc Regulatory examinations, reviews, and investigations related to the Equities business, as well as key contact for Internal Audit in relation to this business.

Qualifications

• Bachelor’s degree and ten years of relevant experience or a master’s degree and eight years of experience; the degree must have been obtained in finance or in accounting, while the experience can have been acquired in internal audit, in compliance, in risk management or in regulatory agencies;

• Successful completion of relevant industry courses and accreditation, demonstrating a high-level of expertise related to the equities marketplaces and business.

• Extensive experience in dealing with business leaders and regulators.

• Superior and specialized knowledge of applicable laws and regulations as well as regulatory trends

• Demonstrate a well-developed solutions orientation, creative problem solving and strong communication skills.

• Abilities to thrive in a demanding and often high-pressure environment.

• Fluency in French is considered an asset.

Although only one level is posted, the manager has the flexibility to position the successful candidate in a lower level according to his profile.
